Can We Grant Access to Articles to Users Who Are Not Members of the Space?
Yes. Add them under Additional View Access on the Permissions page of the article.

Yes. An article belongs to one space, but you can let other users read it:

Open the article and click the three dots at the top.

Click "Permissions".

Under "Additional View Access", add the users.
They can then read the article, even if they cannot see its space. To learn more, read Permissions and visibilities.
