Yes, users who have the right to tag are able to personally create new tags when they publish an article or in retrospect. When creating a new article, the tool prompts them to select the category in which they want to add this tag.
💡 Note
For the purpose of managing tags, we advise limiting the categories to guide the creation of tags to the category of orphan tags, called 'Other tags'. The administrator or system coordinator will then be encouraged to perform tag gardening among the created tags.
