Can We Delegate the Management of Tag Categories to a Coordinator?

The categories can be managed by "system" coordinators (but not "space" coordinators).
System coordinators cannot create new categories, but they can still manage their properties (suggestions, open/close list, etc.) and manage the tags that are within these categories.
