Yes, you can access drafts created by other users only if they have been saved in a space to which you have access. If the user has saved the draft in their private personal content, you will not be able to access it.
How to Access Drafts from Other Users?
When conducting a search, you can
filterby 'states' and selectdraft.
Users can grant you access to a specific article.
They can invite you to contribute to a draft (or a published article).
